I hate, abhor, loathe, despise (and other words that may start getting me
blocked) CPYTOIMPF.
If you simply do a
STRDBG UPDPROD(*YES) and specify no program name and then run
CPYTOIMPF...
ENDDBG
DSPJOBLOG
you will see a LOT of sql that is done under the covers.
I would have to say that many release upgrades have changed how I used
CPYTOIMPF with each upgrade. With each upgrade I would have to modify
each program that used CPYTOIMPF. The Memo to Users have started saying
this, upon my tantrums to IBM. Some would argue that if I had my file
CCSID set correctly AND THE DATA WITHIN THE FILE set with the right CCSID
then I wouldn't have this issue, (or maybe not as often).
I just use this instead:

Reiterating one point. Just because you do a DSPFD and see the file is
set to one CCSID does not mean that the data within the file is set to
that id. I could give you more details but I want to go play outside.
