You should find PASE under GO LICPGM option 11. (If it's not under
option 10, that means you don't have it installed yet -- use option 11
to install it. You'll need to insert the OS CDs and/or image catalogs
to install it.)
5733SC1 was shipped with the OS, but is not on the core OS CDs in V5R4.
You have to find the CDs with 5733SC1 and use the RSTLICPGM command to
install it as described here:
http://www-304.ibm.com/partnerworld/wps/servlet/ContentHandler/pw_com_porting_tools_openssh
I would also make sure you have QShell (57xxSS1, opt 30) installed.
Although you can use OpenSSH (the software that provides sftp) without
QShell, having QShell makes it a LOT easier to integrate it with native
software. QShell (like PASE) is an optional component of the operating
system.
