It was not available for that version. You were supposed to upgrade to 5.4, then do this command.

Pete or Jim can answer better what your options are. It MIGHT be possible work out something to analyze your programs - DSPPGM has information about the template that is needed, I don't have details in front of me.

That article says you can move up to 5.4 so long as IBM is marketing it. So I don't know what your situation will be.
