The guy at IBM that handles many Ops Console calls is just awesome at fixing whatever problem you may have. He has saved me twice so far!

You can always call IBM, that's what you pay SWMA for, that said, if you
have the Operations Console code loaded on you PC, and a physical
connection to the LAN console port then you should be able to use the
icon to create a connection. That dialog is reasonably simple although I
can understand some confusion the first time through.
