Actually France was one of the countries that was the cause of it. The CR2 version was only 56 bit encryption and you could sell that in France because French computers could decrypt that level. CR3 is 128 Bit and they couldn't handle that so it was illegal there. Other countries played as well but that was one component to the different levels and optional only shipping.

Due to various government requirements it was a separate CD until it
became part of the O/S in i 6.1. You had to ask for it or your didn't
get it.
