If there is "a PTF being worked on" then there [in effect] *must be*
an APAR already; i.e. a PTF can not exist without an APAR having been
created, to which the PTF is associated. While there may be no APAR
number generated yet, e.g. if the issue was being worked under an
internal tracking number [which used to be called a PTR or an issue] and
no PTF has been generated, then the person who owns the work item can
[and probably should] generate an APAR number so the issue can be
tracked external to IBM. If the APAR number exists but simply has not
had that APAR opened externally because the issue originated from
internal tracking [and so even with existence of a PTF number the APAR
is not automatically generated externally], then the issue owner can
send a request to the APAR coordinator asking that the APAR be opened
externally. There is no reason for them not to create the APAR, except
the few minutes it takes to make that happen. However unless someone
who has a PMR open with IBM *asks* them to open the APAR externally to
enable tracking, the APAR will likely not appear externally until the
PTF becomes generally available; which is when the automated opening of
the APAR externally will transpire if not initiated by the developer(s)
who own the issue and are developing the PTF(s).

differences between v5r4 and v7r1 in this regard. I am able to
debug my UDF on v5r4, but NOT v7r1. IBM has been contacted and
they are providing a PTF (that is not yet available for release)
for me to test on my specific v7r1 system. Haven't tried it yet
but will let you know the results.
