I probably haven't understood the problem or the OP's ramifications, but I
just set up our job scheduler to *not* resubmit the jobs after a system
(QCTL subsystem) restart. With a few minor, inconsequential exceptions.
And QSTRUP's program has a program that I wrote that prints the jobs in the
scheduler with the last / next submittal date and time; it prints next to
the system console (sorry, Rob, still twinax). Then the operator can do an
option '10' (Submit Immediately) where and if necessary.
