I agree, I always want the machines at the same release prior to any hardware migration. I don't want to change too many things at the same time, then its too difficult to figure out what went wrong.

Gee, whenever I strongly encourage people to get their existing machine to the current release before upgrading hardware I always get told that it's a no brainer to do the upgrade without doing so and get shouted down.

That being true, I still recommend upgrading releases as soon as you can.
Ok, if you just have to wait for the first GA cume, do so. Having to test OS, and Hardware, issues at the same time increases complexity and can significantly increase the length of outage.

THis is a failure of the Business Partner. The rules are and HAVE BEEN
for some time that the Donor and the Recipient machines are at the SAME
SOFTWARE level and that permanent keys are lost on the donor machine as
soon as they transfer to the Recipient machine.

The BP should have informed her of this and should have planned
accordingly. If you absolutely need to run the two machines in parallel
then you can order from IBM as part of the process extra time on the old
machine.

Hard to blame IBM for this one.
