It's not a matter of "belief".

IBM's own documentation tells you: "The RCLSTG command does not need
to be run unless there is a warranted reason for running the command,
this is primarily due to the potentially extended amount of restricted
state time involved."

Brought host into restricted state. Guests keep chugging along. However
I've not varied off the nwsd's associated with those guests. Tried to run
RCLSTG on host and I get:
CPFA473-Network server GDI must be varied off.
CPFA473-Network server GDWEB3 must be varied off.
CPF8209-System not in proper state to reclaim storage.

Now I know that some of you believe that no one should run a RCLSTG unless
instructed to by IBM. I disagree. We run it every quarter. After
discussions with my boss he encouraged me to continue to do so.
The negative ramifications are that it will increase downtime. We were
hoping to be able to start the reclaims and saves on the host while the
guests were still saving.
I do not know if the full save would have worked with the nwsd's varied
on. I suspect so, especially since I've ran
CHGATR '/QFPNWSSTG' ATR(*ALWSAV) VALUE(*NO)

We'll live with this decision.
