Cmd line functions often create stream files that default to CCSID 37 which is rendered unreadable via Notepad which likes a Windows CSSID like 1252 or 819.
Try explicitly create the *STMF as 1252

Our timekeeping package creates a coma delimited file . I need to export this to SQL server. I have tried CPYTOSTMF with no success. File is copied, only see garbage when opening with note pad.
