She wants to run Client Access on it because the admin/billing programs she
uses are green-screen apps. It's what they've used since forever (her dad
wrote most of them) and doesn't really want to port them to web-based
anything.
Even if we do get it working on the tablet - I *seriously* doubt that the
VPN client we use will work on it (as I explained to her previously).

Playing devil's advocate here, but why is she using Client Access? I cannot
imagine IBM is going to get too excited if the answer is to run your
green-screen application. For every other use of Client Access, IBM has a
web-based alternative.
Before sending a flame, remember that my primary product simulates the
green-screen interface in a browser window. It gives my
Windows-administrator-son-in-law the heebie-jeebies.
