Yes, but in a round about way. Use ADDLNK to create a symbolic link in /tmp whose name is specific to the job e.g. /tmp/myfile_999999.txt (where 999999 is the current jobno)

is there a way to create a job level symbolic link to a IFS folder/file on iseries? I tried both ADDLNK and qsh ln -s. Both seems to create system level symbolic link.
