I pasted that right underneath the error message
On machine submitting job:
Object . . . . . . . . . . . . : /QFileSvr.400
Type . . . . . . . . . . . . . : DDIR
Owner . . . . . . . . . . . . : QSYS
Primary group . . . . . . . . : *NONE
Authorization list . . . . . . : *NONE
Data
User Authority

*PUBLIC *RWX
QSYS *RWX

But here's
Object . . . . . . . . . . . . : /QFileSvr.400/GDIHQ
Type . . . . . . . . . . . . . : DIR
Owner . . . . . . . . . . . . : QSYS
Primary group . . . . . . . . : *NONE
Authorization list . . . . . . : *NONE
Data
User Authority
(There are no authorized users for this object.)

If this was the killer, then DUMMY should be excluded also, right? I just
think the second level of /QFileSvr.400 always looks like this.

By the way, QNOTES has MORE authority than DUMMY.
On both machines, QNOTES has:
Special authority . . . . . . . . . . . . : *ALLOBJ
*IOSYSCFG
*JOBCTL
