Yes you can use one key and copy to each users home directory. You can also override the directory and use one key located in one directory. I have setup an SSH user that owns the program that is used in batch for transmitting to partners via SSH. I gave them my key so I don't have to have multiple keys for outbound SSH. The key identifies You, so you should generate it. Make the job run in batch and anyone can submit it. Just make it submit under your SSH User ID.
