I believe that statement to be a common myth.
IBM still supports Net.Data on the i5, but not on other platforms. Like many older products they just don't invest in any mods.
If you ever need to manage digital certificates on the i5 using the IBM shipped *ADMIN http server then you will notice all the web pages end with .ndm.
IBM always have and continue to use Net.data to deploy certicate management.

I suggest heading over to Aaron Bartell's blog, www.mowyourlawn.com or to the yips site www.youngiprofessionals.com/ he does sessions at user groups showing easy ways to bring RPG to the web using modern techniques and I'm sure he has content on the web at one of those URLs.
PHP and stored procedures would also be a good avenue for implementing this though I cannot point you to a good resource.
Unfortunately IBM has not supported net.data for a while, I have a customer that has transitioned from a net.data driven interface to a PHP based interface with good results.
