Tables in QTEMP are never journaled and you are running the statement in an
environment where commitment control is started and used.
To avoid this error messages you may add WITH NC (= With No Commit) to the
end of the statement.

Cause . . . . . : The reason code is 3. Reason codes are:
1 -- MISCCHG2 has no members.
2 -- MISCCHG2 has been saved with storage free.
3 -- MISCCHG2 not journaled, no authority to the journal, or the
journal
state is *STANDBY. Files with an RI constraint action of CASCADE, SET
NULL,
or SET DEFAULT must be journaled to the same journal.
