I had to ponder that for while because I wasn't feeling strongly about "web" services vs. "database" services; One of my mother's oft quoted phrases was "live and let live". Now, I realize that yes, I would advocate for web services.
Aside from the security issues of opening up database ports, suppose you expose a UI similar to an Excel worksheet where users can edit cells, then "save" their changes. The client needs to send a 2-dimensional array to the server for processing. I don't see how a stored procedure interface could accommodate that.
