A little grammar problem in your post, and don't want to lead anyone down the wrong path.
When you do the Apply PTF command, you tell it which side you are loading the MF PTFs to. Perm=A and Temp=B. As Jim stated, the DSPPTF command will tell you which side you IPLed from. Don't forget to also check that bezel to see what side the firmware is loading from, and that should have a T in the lower righthand corner, and NOT a P.

I found the problem. I had IPL'd the machine from B using the PWRDWNSYS command. But the front panel was at side A.
I shut down the system and switched it back to B and the system was able to apply the PTF's. Unfortunately, the system did not display the side I was trying to load and apply the PTF's on. It would be nice if the OS would display a warning message that you are loading to side A and not B.
