After a scratch installation and restoring using a full backup, the

In the case that message SQL0204 occurs for SYSCOLUMNS, SYSTABLES, or
other SYS* logical files in QSYS, the QSQXRLF API can be used to
re-create them.

To use the API, you should run the following commands:

CHGJOB CCSID - When setting the CCSID, use the system CCSID as long as
it is not set to 65535. Use the CCSID of the fields in QADBXREF if the
system CCSID is 65535. To check the CCSID on that file, run the command
DSPFFD QSYS/QADBXREF
