Yes, QCTL must end to get a full save. The only way to get an unattended restricted state back up is to use one of the tape management systems, BRMS, Robot/Save, or LXI's product to name three. You need to have a monitor job that is capable of running in QCTL while it is ended. You can write your own but it's not for the faint of heart to do. BRMS is inexpensive so it should be considered strongly and it's backed by IBM support. The others work too, and have some feature function that BRMS does not have.
