Are you on the LAN connecting to a private IP address (10.x.x.x, 192.168.x.x, 172.16-31.x.x) or using a public IP address? I know you said "no firewall" but my guess is the system doesn't really have a public IP address, and the DRDA port isn't forwarded in. I certainly wouldn't allow it to my system, but I wouldn't allow 23 for telnet either.
