Somewhere around here I have a document with the command for PPP line
configuration, but that was used for allowing Palm Pilots to dial in, not to
dial out.

Have a friend in NJ who has a 520 that needs to connect to the web over a
dialup line. The modem they have is "options by IBM. multitech. MT2834BL."

How to config the modem and then what is the line and controller
description? It sounds like the modem is configed for an ECS connection.
The plan is to connect to AOL or some such ISP and then use FTP to talk to
their EDI trading partners.
