Other than manually mounting a tape, can you do this via cl?? or does it
have to be done via a policy maybe. If I have 20 tapes and I write to the
mounted tape and rewind it will rewrite to the same mounted tape and append
sequence #'s. If I do unload it puts the tape back to available status,
but now I need the next tape mounted in order to use the media library and
to write data.

it's one of these two:
2. Add media information to BRM ADDMEDIBRM

3. Add media library media to BRM ADDMLMBRM

Is there a command other than this one that will allow me to toggle an
expired volume from (exp) back to active(act).

This command from what I can tell does not allow it.
