Found the problem.
The command (DCLPRCOPT) was after the First executable command in the
program.
Why it was allowed to compile is a mystery, but after moving it to before
the first executable command, it worked fine.

Library . . . . . . . . . . . . . . : QSYS
State used to call program . . . . . : *USER
