In TAATOOL there is a command called DLTOLDSPLF. It may do some of what you need. You will have to modify it to use the max number of spooled files your output queues can handle though.
Delete Old Spooled Files - TAA (DLTOLDSPLF)
Type choices, press Enter.
Output queue for SPLF dlt . . . Name, *ALL
Library name . . . . . . . . . Name, *LIBL
Days to retain spooled files . . 14 0-999
Days to retain QPJOBLOG . . . . *RETAINDAYS 0-999, *RETAINDAYS
Days to retain QPSRVDMP . . . . *RETAINDAYS 0-999, *RETAINDAYS
Move to OUTQ instead of DLT . . *NONE Name, *NONE
Library name . . . . . . . . . *LIBL Name, *LIBL
Bypass OUTQs:
Output queue . . . . . . . . . Name
Library . . . . . . . . . . . Name
+ for more values

I do not know of such a utility. And I can see the purpose of it. It shouldn't be too hard to write by utilizing either the List Spool Files API or the Open List of Spool Files API. I've used those.

Subject: Delete all but latest spool file member
Sent by: midrange-l-bounces@xxxxxxxxxxxx<mailto:midrange-l-bounces@xxxxxxxxxxxx>
This is a longshot but...
Does anyone know of a utility (preferably free) that will delete all but
the
latest version of each spool file member in an OutQ?
As in - all spool file members with the same spool ID, forms ID and user
data are considered the same, and the utility needs to delete all but the
latest version of each group in the OutQ.
Any possibilities?
