Have you checked that it is supposed to work on interoperation center
(although, sometimes, some "old" configuration may work when specified
not working) ?

Is there a drive in the logical library (or for the entire library if
none has been configured) which owns the control path ?
Did you setup the port type to L-port as stated in "Setup, Operator,
and Service Guide", chapter 4/Installation and
Configuration/Configuring Your Library/Choosing Drive(s) Interface
Identification/Settings ?
I can read "Note: If you have a Fiber Channel Drive connected to an
AS/400 Host, direct attached to the Fiber HBA, set the Port Type to L-
Port.".
