Just for information:
Only with system naming the library list will be searched to find
unqualified specified tables or views, but only if no default (or current
library) is set.
In other words, if a default or current library list is set only this
library/schema will be searched to find unqualified tables or views, even
though System Naming is used.
Other database objects such as stored procedures or user defined functions
are searched in the SQL Path.
The SQL Path is a kind of a library list because multiple schemas/libraries
can be listed and *LIBL is an allowed special value.

I am working from weak memory here but it seems to me that there was a
difference between the way the library list was used when *SYS naming was
used vs *SQL.
Something about that rings a bell but it has been a while since I used ODBC.
