By "journal exit program" I figured you meant something that gets called
when a journal entry is created. I would also assume that said exit
program would have a data structure which contained information such as
journal information and what the journal entry data was. And, wouldn't
the name of the stream file be in the journal entry data and therefore
having to do a RTVJRNE not be necessary?

Instead of using the IFS Scan on Close, try journaling the IFS Folder,
then using a journal exit program to get the names of any new files.
I have been using the RCVJRNE command with the parms:

JRNCDE((B *ALLSLT)) ENTTYP(JT) ENTFMT(*TYPE1) EXITPGM(XXX)

The Exit Program then gets the file and path names for processing.
