It's important to understand that E-mail and web/http (which is what I
assume you meant by 'Internet') do not attempt to hold a constant
connection to the server.
Once Telnet connects to your server, it keeps the connection open for
the entire session. It's sort of like making a telephone call, and
never hanging up...
But E-mail or Web do not say connected. They make a separate connection
each time they need something -- when they aren't exchanging data, they
are disconnected from the server. It's like making a phone call, but
hanging up after talking, and then re-calling the next time you have
something else to say.
So if you have some sort of instability in your network (and that seems
very likely here) then it'll be very obvious to a Telnet connection, but
perhaps harder to detect with E-mail or Web.
As for a solution -- I doubt very much you'll solve this by changing
software settings (though, you might make it less painful). I would try
swapping out hardware components with known-good ones, one-by-one until
you determine which component is faulty.
