On the Disk Space Report generated by the prt disk information
menu option from the Go Disktasks menu, would the Unused space
row item be referring to possible files with large amount of
deleted records that have not been reorganized?

As Rob already stated, this is the unused disk space for *SYSBAS,
meaning ASPs 1-32 or unused disk space for a specific named IASP.
To know which, you must look at the section of the report

Customize options specified for this report:
Report type . . . . . . . . . . . . . : *SYS
Asp device . . . . . . . . . . . . . . : *SYSBAS

I think the following SQL statement will show the GBs (gigabytes)
in used by deleted records for each table that has deleted
records:

SELECT SYS_DNAME, SYS_TNAME, decimal(double(DELETED)/(DELETED +
CARD) * 100 * SIZE / 1073741824,9,4) as gigabytes_deleted FROM
QSYS2/SYSTABLESTAT WHERE DELETED > 0 ORDER BY 3 desc
