I assume you're talking about Websphere Application Server (WAS).
There are many products in the Websphere family - just a bad naming
convention from IBM.

You'll need to start the WAS subsystem...it may be something like
STRSBS QWAS61/QWAS61.

You'll need to start the HTTP server...maybe something like STRTCPSVR
SERVER(*HTTP) HTTPSVR(WEBSERVER).

You'll need to submit the WAS processing job, probably in a SBMJOB.

You need to find out how all this stuff is started now (manually?),
and then you'll be able to script it.

Web services is a generic term for a program that contacts a web
server, and the web server returns information. So it's a service that
runs over the web (HTTP).

I'd check the Info Center for your version of OS.
