I just found that out testing...

however, we now have a different problem.

The PDF is displayed as portrait, not landscape.

here is how we make it:

OVRPRTF FILE(INVOICE) DEVTYPE(*AFPDS) PAGESIZE(68 +
110) LPI(8) CPI(10) OVRFLW(64) +
FNTCHRSET(C0D0ST10 T1D0BASE) PAGRTT(90) +
JUSTIFY(100) FRONTOVL(INVAFP 0 0) +
OUTQ(RPTDISCONT) FORMTYPE(*STD) +
TOSTMF('/tmp/TESTINVOICES.pdf') WSCST(*PDF)

I think the overlay is portrait, but not sure.
when I take out the PAGRTT, the printing shows correctly, but the form
is still sideways...

is there a way I can just rotate the overlay?
(making a copy)

we have a AFPDS document with an overlay that gets turned to PDF.

is there some setting or method to allow the PDF to be "searchable"?

Probably not... if it's converting it how most convert AFPDS its
making a raster image PDF.

Now, I've been hearing rumors for a couple years that Adobe is going
to make reader OCR capable so you CAN search these types of PDF files.
But for now no dice that I know of.

I do have other options available besides AFPDS that may be worthwhile
if you're interested... it's my own version of overlays using PDF
files. Feel free to contact me offline with questions.
