The user profiles experiencing the problem were missing the normal private authorities to themselves, for whatever reason.

If the affected users were *PUBLIC *USE, they could connect to the server, but couldn't create objects (in this case, a "search receiver" file) in QTEMP.

And if the affected users were *PUBLIC *EXCLUDE, they couldn't even connect to the server: their child-server jobs would crash on takeoff.
