Something I really like about pertaining to the Midrange forums is that
they are a constant opportunity of keeping my (few) remaining neurons
active, allowing me to learn new things in the process.
Digging a ltille more about your problem (my wife likes to say I'm
stubborn), I found the following IBM Tech Document:

It explains about an (unknown to me) IBM supplied program, *QTCP/QTMMSND*,
that allows you to debug the QTMMSendMail API. Using it, I found that yes,
the longer example gave a CPF3C17 message while the shorter one did not. So
it seems is an issue with the API.
