Development is adamant about not generating a PTF for this issue at this
time. They want to emphasize that you hit an extremely small timing
window, and it is very unlikely for it to happen again. They also want
to add that is was not a hang or loop, but was processing extremely
slowly. Because of the complexity of the fix and the fact that this is
very hard to test, development is willing to take an APAR, but fix next
release and make the change early so as to allow for maximum burn-in
time. Providing a test PTF now, and not knowing when the problem could
potentially be seen again, doesn't provide any confidence to the quality
of the fix, especially in terms of regression. So, for all these
reasons, development does not want to provide a PTF at this time.
