Jack, It just dawned on me that the control group policies can set TCP 
servers to come down as far back as V5R4.  I wonder if that's your 
issue.  Put an 8 on the control group and scroll way down.....
I don't know about different versions, but at V6R1 the graphical interface 
has an option to specify "Shut down TCP/IP servers" on the Before tab. The 
After tab has a corresponding option to "Start TCP/IP servers".  The green 
screen seems to show those settings, but not allow the user to change 
them.
