I have some code that has a procedure that gets called that does the
formatting if anyone is interested and converts to a normal timestamp.

The def in the Infocenter is:
*Job local time.* The current local time of the job expressed as an 8 byte
time-of-day timestamp. The time zone current offset for this job has been
