There is a 20+ page recovery report that BRMS prints out with the exact procedure. It is important to do the steps as BRMS expects them or things may not be put back down as you expect. If you don't have the recovery report, after recovering the LIC and the operating system, put down:

QBRM
QMSE
Q1ABRMSF
Q1ABRMSF01
Q1ABRMSF02
QUSRBRM

from your last full save. Use full RSTLIB commands for those. Then use

RSTOBJ for the QUSRBRM from the last cumulative save.

At the end of all that then,
INZBRM OPTION(*SETAUT)

followed by

SETUSRBRM USER(QSECOFR) USAGE(*ADMIN)

Now you should have the recovery reports in a spool file. Barring that get a recovery report from someone else and follow it.
