Barbara,

So if I have a license key for feature 5101, then option 31 is covered
under the feature code license key.
Another way to ask the question... Do I need a separate license key just
the option 31 and one for feature code 5101?

Option 31 (the ILE RPG compiler) is part of the 5101 feature (ILE
compilers). The 5103 feature is the Application Development ToolSet
(PDM, SEU etc).
