External SQL procedure must be ILE?

I could of sworn that I've seen someone call an external RPG3 program using
external SQL procedure. I'm obviously wrong because I just received a
message in the joblog saying that it must be an ILE program. Before I go
off to create an ILE program to call the RPG3 program, is another way to
call this program.

FYI, this program I want to call is a core WMS program that is used to
match an item code. I need to be able to call it from PHP.
