Thanks David. I see errors when running it. My first thought was maybe the
Classpath wasn't right for this user but I checked using WRKENVVAR and I see
PDFBox in there.

Exit code 1 indicates some kind of error .. obviously. The key is figuring
out what is generating that return code.
Can you run the command after starting qshell yourself and running it
interactively?
