Thought you would like to know the ending of this issue.

I have three Ethernet interfaces on this slow partition. One VIPA and
the other two using HEA ports.
All three were showing ACTIVE and no errors being reported on the
hardware side.
I stopped and restart each of the HEA interface ports and the slowness
disappeared.
It appears that the slowdown was the number of TCP retries on the hosed
port.

I mapped a drive to my IFS file share and it takes a long time to bring
back the directory of files.

The directory has about 500 files under it and the directory size is
6.00 TB.

I Stopped then Started the Windows Network Neighborhood Server, but it
is still very slow.

What can be done to speed this up?
