There are two questions:
One, can you restore one object out of a SAVLIB?
Two, if I have to do a RSTLIB can I restore to a different library?
Possibly a third: Can I restore one object out of a SAVLIB, and restore
it to a different library?

The answer is yes to all. See the following:

savlib robx dev(*savf) savf(rob/rob)

RSTOBJ OBJ(A) SAVLIB(ROBX) DEV(*SAVF) OBJTYPE(*PGM) SAVF(ROB/ROB)
RSTLIB(QTEMP)
