IBM i Access for Windows 7.1 will connect to V5R4 of i as stated at:

And supports both 32 & 64 bit Windows 7 as stated at:

7.1 dropped Windows 2000 (not 2003, 2008)
6.1 doesn't say it will support Windows 7 but they may have added support
for that with the right fix pack. I'm saying why go to 6.1 instead of
going to 7.1?
