Generally no ... ping just determines if a remote machine can be reached.
You _might_ be able to try telnetting into the remote system on the port ... although the i telnet client isn't all that friendly to stream protocols.
Keep in mind ... the difference between a port being blocked and a remote server not being up is difficult to determine.
