Library qualify the RTVSYSVAL as QSYS/RTVSYSVAL. If still not functional after being qualified to use the *CMD in QSYS, then investigate if there is some other means by which the QSYS/RTVSYSVAL is being intercepted [in one or both environments]; DSPCMD QSYS/RTVSYSVAL to verify the CPP, TRCJOB and verify both interactive and batch follow the same flow through the CPP, etc. A DMPSYSOBJ of the EPT for the job [batch and interactive] and\or DMPSYSOBJ QINSEPT might be revealing for any object entry not in QSYS; e.g. an "override date" feature may be activated on the system.
