Compile a CLLE with a CALLPRC -- MIDRANGE-L

I am sure I had this working the other day....

I have a CLLE with a CALLPRC:
CALLPRC PRC(QP0SENABLESIGNALS)

I get the CLLE to compile as a module,
but When I try to compile as a program,

CRTPGM PGM(KGPL/MENUSCOPCL)
MODULE(KGPL/MENUSCOPCL)
BNDSRVPGM((QSYS/QP0SSRV1 *IMMED))

I get "Definition not found for symbol 'QP0SENABLESIGNALS'.
