Lol, restart your NEPS!

Uh, what's a NEPS?

And when did the QTIMZON system value, and "time zone descriptions,"
come into existence?

Our QTIMZON is set to QN0800PST, which (according to the InfoCenter) has
DST running from April to October, rather than March to November.

I've been informed that the system time was changed manually, this
morning. If we don't correct QTIMZON to QN0800PST2, will the system time
change itself on April 1st? And if we do so correct QTIMZON, will that
adjust the system time?
