If you use OVRDBF FILE(&LIBA/&FILEA) MBR(&MBRA) OVRSCOPE(*JOB) in program A before calling program B, it should work.

After the call to program B in program A you should also have DLTOVR (&LIBA/&FILEA) LVL(*JOB)
