Re: QTEMP in LIBL

There's always some debate on whether or not QTEMP should be at the front
or the end of the library list. Our application puts it at the end and
you're supposed to specify QTEMP if you want otherwise. Like
TOFILE(QTEMP/myfile). For coded stuff that builds something this avoids
ambiguity. For dropping something in for test I can see where that might
be a problem.
